Handoffs Are Safety Surfaces
A handoff is not paperwork. It is a safety surface. When work crosses a session, a person, an agent, or a tool boundary, the handoff determines whether the next worker inherits truth or fog.
A useful handoff does not perform completeness. It names the scope, the current state, the source of truth, the evidence gathered, what changed, what did not change, and what must not be assumed.
Bad handoffs create fake continuity. Good handoffs preserve working truth.
